President Buhari has once again promised a level playing field for all contestants into political offices in next year's elections.
Receiving a delegation from International Republican and National Democratic Institute, United States of America, at State House, Abuja, on Monday, the President said:
"I am glad you are here to assess our pre-election preparations. It reminds me of the visit by the then Secretary of State, John Kerry, before the 2015 polls. We appreciate the concern of America for stability in developing countries."Having run for president three times, ending up at the Supreme Court all three times, before God and technology made a way for me the fourth time, I know what it is to be cheated at the polls. What they used to do was just to award votes, and tell anyone who was dissatisfied to go to court. But we won't do that. I am prepared to give the opposition the opportunities I was not given in the past."
President Buhari assured the visitors that he had told the heads of the security agencies not to be partisan, but to do their work professionally, and allow the will of the people to prevail.
Stressing that the governing All Progressives Congress (APC) would keep faith with its priorities of securing the country, reviving the economy, and fighting corruption. The President said he was happy that the opposition has not been able to successfully fault the focal areas of the government.
"We have done fairly well in the areas we focussed on. We know how many local government areas in the North-east were under Boko Haram occupation before we came. That does not happen again, save for cowardly attacks, using young girls as suicide bombers. Other areas of security challenge like farmers/herdsmen clashes are receiving attention, and would be sorted out as much as possible."
On the Electoral Bill that was not assented to, the President said: "Time is against us. We are extremely vulnerable, and need to be careful that messages are not hijacked and figures tampered with, while being transmitted electronically. Even the Russians were accused of tampering with American election, so we will remain conventional, and use electronic transmission in subsequent elections."
Leader of the American delegation, Ambassador Linda-Thomas Greenfield, said they had met with the media, civil society, and political parties, and concerns expressed include fears of security agencies being partisan in the forthcoming elections, suspected non-commitment to free and fair elections by key stakeholders, delayed budget for the electoral umpire, Independent National Electoral Commission (INEC), and the non-signing of the new Electoral Bill.

Nigeria's information minister, Lai Mohammed, has been said to have left some guests laughing really hard at a wedding reception.
Lai Mohammed, the Minister of Information and Culture, got guests at a wedding reception, on Saturday in Ilorin roaring with laughter following his remarks.
The News Agency of Nigeria (NAN) reports that the minister was the chairman at the reception of the wedding of Tolulope Ajibola and Kolapo Faleye, both petroleum engineers.
Tolulope is the daughter of Simon Ajibola, a former senator who represented Kwara South in the National Assembly while the groom’s father is Olufemi Faleye also from Kwara.
Addressing the couple and guests, the minister said,: “I am so delighted to be invited to be the chairman of this wedding ceremony because wedding ceremony is a thing of joy.
“I pray that happiness will not cease from our homes.
Mr Mohammed, though a staunch Muslim, quoted from the Holy Bible to the admiration of guests.
Speaking extempore, he said: “I will start my address by referring us to the Book of Isaiah chapter 4, verse 1 which says:
“The time shall come when seven women shall take hold of one man and say food, shelter we shall provide, please let us bear your name to save us this disgrace.
“So, I rejoice with Pelumi that God has given you, your own husband. I pray your union shall be fruitful and enduring.
“To the groom, I want to refer you to the Book of Deuteronomy 24:5 which says: When a man weds, he shall not be called upon to go to war or work. He shall stay in the house with the wife for one full year.
“I am going to speak with Mr. Faleye to allow you to stay for one year so that you can do your duty.”
Not done with the amused guests, the minister dropped his last advice which threw the audience in the hall into uncontrollable laughter.
“I am going to end my address by giving you a valuable advice. By the Grace of God, Pelumi will be fruitful and give birth to male and female children.
“I am giving you this advice based on 38 years of experience in marriage with my wife, here, pointing to Alhaja Kudirat, sitting by his side.
“Whenever, Pelumi takes in and you want to know whether the baby will be a boy or a girl, you need not go to any hospital or do any scanning.
“Follow my example which had worked and never failed.
“When the pregnancy is eight months old, take a brand new N1000 note, put it in the navel of Pelumi. If the baby moves, it is a girl. If it does not move, it is a boy. Don’t ask me why.”
NAN reports that the minister earlier attended the marriage solemnisation at the Month Olives Anglican Church, Tanke, Ilorin.
In a sermon, the Vicar, Rotimi Omotoye, said marriage is honourable and enjoyable. He enjoined the couple to build their union with the fear of God, love, trust and endurance.
Speaking to the congregation, comprising politicians, the cleric admonished those in authority to render selfless service to the people and shun unreasonable acquisition of wealth and material things.
He also charged the government of the day to do more in improving security, peaceful co-existence as well as alleviating poverty and improving the living standard of the citizens.
Reacting to the exhortation by the priest in an interview, the information minister said President Muhammadu Buhari is on the right path.
Mr Mohammed said: “The pastor said that government should aim at alleviating poverty, improving the lives of the citizens. If these are the yardsticks for good governance, I think we have passed.
“I can make bold to say that government that feeds 8,500,000 pupils everyday is a government that is benefitting the people.
“A government that provides infrastructure such as rail, roads, bridges, power and water is a government that is reaching out to people and touching lives.
“I came out of that service more convinced that this government is on the right path because all our programmes are meant not for a few individuals but for the public.”
The minister reiterated that the administration was on the right track and everything is being done for the benefit of Nigerians as a whole and not for few Nigerians.
Former Senate minority Leader, Sen. Godswill Akpabio, on Wednesday pledged to take the people of Akwa Ibom state and the South South to the centre for meaningful visibilty.
The 55-year-old former governor of Akwa Ibom formally defected from the opposition Peoples Democratic Party (PDP) to All Progressives Congress (APC) at a mega rally held at the Ikot Ekpene township stadium.
He told the huge crowd that he decided to join APC because he discovered that President Muhammadu Buhari “is a man of integrity and a nationalist’’.
Akpabio said that he decided to join a party that would sweep away poverty and impunity.
He said that he joined APC to help salvage the country.
“The country is at war and all the hands must be on deck to salvage the situation and not to aggravate it.
“As keepers of national emergency, everyone should put heads together. I decided to join to emancipate the people and provide succour for the people.’’
He said that the PDP of today has no vision and the leadership is replete with arrogance.
Earlier, the Managing Director, Niger Delta Development Commission (NNDC), Mr. Nsima Ekere, said that change had come to Akwa Ibom and SouthSouth.
He said that Akwa Ibom has joined the progressive states because the people were dissatisfied with the long misrule of the PDP.
He said that Akpabio built the people and provided them with infrastructure but the present PDP government was a failure.

Speaking with journalists today, Obasanjo, who was the boss to Atiku, invoked God to buttress his position.
"How can I be on the same side with Atiku?” Mr Obasanjo asked. “To do what?” “If I support Atiku for anything, God will not forgive me. If I do not know, yes. But once I know, Atiku can never enjoy my support.” he added.
Obasanjo's pronouncement is coming barely two weeks after Alhaji Atiku Abubakar declared his intention to run for president.
The former Nigerian leader said "I do not have personal grudges with anyone. If you do not do well for Nigeria, you do not do well for all of us. It is not a question of working with or not working with an individual. If you are working for the good of Nigeria, I am working with you. If you are not working for the good of Nigeria it does not matter who you are I am not working with you. Most of you do not understand the way I operate."
According to him “I know Atiku very well. And I have mentioned my position with Atiku. My position has not changed. On a personal note, If my children are getting married, he has sent representatives. If his children are getting married, I have sent representatives. That is social. That is not political. But on political ground, my position has not changed. If I support Atiku for a political office other than the one I supported him in the past when I did not know him,” maybe, but not “now that I know him, God will not forgive me.”
President Buhari embarks on 10-day London holidays, as he transfers power to VP - Osinbajo

Using the official Twitter handle, the presidency said the president would start the vacation in London from tomorrow, and has transferred power to Vice President Yemi Osinbajo.
“President @MBuhari begins a 10-working-days holiday from August 3, 2018.
” In compliance with Section 145 (1) of the 1999 Constitution, a letter has been transmitted to the President of the Senate, and the Speaker, House of Representatives to that effect.
“While the President is on vacation, Vice President @ProfOsinbajo will be in acting capacity as President.
”President Buhari will be in London for the holiday,” it said.
The trip comes amidst a busy week in Nigeria’s political landscape. Three governors in Mr Buhari’s party have renounced their membership and joined the opposition where they hope to raise a formidable team to defeat the president in 2019.
The presidency did not elaborate on the specific assignments the president would engage in while away, an omisdion that seemed more deliberate than oversight.
The president has embarked on several trips in the past in which he exercised functions that were not necessary parts of his disclosed itineraries.
The latest trip comes barely three months after the president traveled to London for Commonwealth leaders’ meeting in April. Although the event proper was slated for April 18-20, the president left Nigeria on April 9, raising questions about his health.
Barely two weeks after returning from London, Mr Buhari went to the United States for bilateral talks with President Donald Trump. The president raised yet suspicion about his health when he failed to return to Nigeria two days after leaving the U.S., a journey that typically does not exceed 15 hours, even with a stopover.
The president later said the trip was due to a presidential plane that was not operating optimally, compelling him to make a stopover in London. Nigerians and opposition politicians, however, viewed the claim with suspicion, ridiculing the “technical stopover” as preposterous.
Beginning with his extended medical vacation over an ear infection in mid-2016, the president has spent more than 172 days, surpassing former President Umar Yar’Adua, who died in office in 2010, the ICIR found in May.
Critics of Mr Buhari have called on him to resign in consideration of his failing health, an advice the president and his loyalists have strongly rejected.
Instead, the president, who once promised to serve only one term, declared in April that he would seek reelection in 2019, consequently shutting down insinuations that his resignation may come before his first time elapses.
Political analysts also said his declaration fast-tracked the ongoing wave of defection hitting the All Progressives Congress, as politicians eyeing the party’s presidential ticket accepted the reality that they stand no chance.
Former Governor of Ondo State, Dr. Olusegun Mimiko, has resigned from Peoples Democratic Party.
Mimiko is leaving PDP for Labour Party.
The former governor, who joined PDP in 2014 and later became the Chairman of the PDP Governors’ Forum, dumped the party, following a disagreement between him and some national leaders of the party shortly after he left office as Governor in 2017.
In a resignation letter addressed to Ondo State leadership of the PDP today, Mimiko said his decision to leave the party was personal to him.
"I hereby with utmost humility inform you of my decision to resign my membership of the PDP with effect from today, June 13, 2018, for some well-thought-out personal reasons. It was an honour working with the many prominent Nigerians with whom I shared the PDP platform for the entire period I was in there as a member. The letter read.
In the meantime, the State Chairman of the PDP, Mr. Clement Faboyede said Mimiko’s exit from the party would not have any negative impact on the party.
“Mimiko is a human being, he has the right to his opinion, we have tried at all levels to discourage him but he insisted on leaving. One thing I know is that PDP will not die as he (Mimiko) leaves. We have survived many turbulent times in the past, so if he goes it cannot affect us negatively,” Faboyede declared.
The Inspector General of Police, IGP Ibrahim Idris has directed the Assistant Inspector General of Police in charge of Account and Budget to rectify issues of non-paymemt salary, delay and shortage of personnel of the Nigeria Police Force.
The AIG is expected to liase with the Office of the Accountant-General of the Federation and the Integrated Personnel and Payroll Information System (IPPIS,) Unit to address the problem across the country.
This is contained in a statement in Abuja on Monday by the Force Spokesman, ACP Jimoh Moshood.
The IG while acknowledging the negative impact it has on the welfare of the personnel also directed AIGs in charge of zones and Commissioners of Police to assure them that their complaints are being addressed.
He also urged those affected to be patient.
The statement reads: “The Inspector General of Police, IGP Ibrahim Idris concerned with the issues of welfare of the entire personnel of the Force as regard delay in payment, short-payment and other problems associated with the payment of Salaries of Police Personnel across the country as a result of the full migration of the Nigeria Police Force into the Integrated Personnel and Payroll Information System (IPPIS), has directed the Assistant Inspector General of Police in charge of Account & Budget of the Force to immediately liaise with the Office of the Accountant-General of the Federation and the IPPIS Unit to rectify the problems.
The Nigeria Police Force frowns at this ugly situation; the Force is also mindful of the fact that short/delay payment of salary of some personnel of the Force if allowed to continue as being witnessed will have negative impact on the welfare of such personnel.
“Consequently, Commissioners of Police and their supervisory Assistant Inspectors General of Police in charge of States and Zonal Commands, and Heads of other formations and detachments in the Force have been directed by the Inspector General of Police to lecture and educate their personnel who have any complaint on short/delay payments to be patient that their complaints are being addressed.
“The affected Police Personnel are also enjoined to continue to discharge their duties responsibly as the Force is doing everything possible in conjunction with Office of the Accountant-General of the Federation and the IPPIS Unit to ensure that all their problems and other identified issues relating to short/delay payment of salary of Police personnel across the country are permanently resolved.”
Another high-profile candidate has announced he wants to stand in next year’s presidential election in Nigeria but held off declaring which party he would represent.
Donald Duke, a former governor of Cross Rivers, told AFP: “I’m running. I am sure many, many will join.”
Duke is a respected politician who was in charge of Cross Rivers for eight years until 2007 and is a member of the Peoples Democratic Party (PDP).But he has been linked to a movement backed by former president Olusegun Obasanjo, who has fiercely criticised Nigeria’s incumbent Muhammadu Buhari.
Obasanjo said in January that Buhari, whose fitness to govern has been questioned after he spent months in London last year being treated for an undisclosed illness, needed a “deserved rest”.
Buhari, who like Obasanjo previously headed a military government, had shown a poor grasp of the economy, foreign policy and Nigeria’s complex internal politics, he added. Another former military ruler, Ibrahim Babangida has equally implied Buhari should step aside instead of seeking a second, four-year term, saying “analogue” leaders should make way for “digital” rulers.

At 56, Duke is so far the youngest declared candidate, just behind the outgoing Ekiti state governor Ayodele Fayose, also of the PDP.
Another PDP presidential hopeful, former vice-president Atiku Abubakar, is 71, while Buhari, who looks likely to win the All Progressives Congress ticket unopposed, is 75.
Nigeria recently lowered age limits for political candidates to reflect changing demographics in Africa’s most populous nation and usher in younger leaders. Duke said: “It’s ridiculous to have a leadership with people of 75 or above in a country where the age average is 21 or 22 years old.
“They can’t be in touch with the people and their reality.”
Since the return to civilian rule in 1999, Nigeria has rotated the presidency between the mainly Muslim north and the largely Christian south in a process known as “zoning”. The 2019 elections are expected to see two northern candidates, including Buhari, and the PDP has already said its candidate would be from the north. Where that leaves Duke’s candidacy is unclear — if he plumps for the PDP — but he said “zoning” was not a constitutional imperative.
“It has been imposed by people who want to use it to their own advantage,” he said.
“I’m not running as a southerner. I’m running as a Nigerian, I want to represent the nation as a whole.”
Asked about his programme, he said he wanted to revitalise the economy, which has struggled to emerge from the worst recession the country has seen in 25 years.
“Buhari caused the recession. He didn’t know what he was doing and people (investors) left, there was a lack of confidence.”

The Emir of Katsina, Alhaji Mohammadu Kabir Usman, on Monday, May 7, told President Muhammadu Buhari that the spate of killings across the country is sponsored and targeted at embarrassing his government and undermining his second term bid.
The emir, who said this during the president's visit, also stated that the people would continue to pray for Buhari, The Nation reports.
Our Correspondent notes that the emir said:’’Those who don't want you re-elected and who don't want your government to succeed are behind the current killings ravaging the country. It is designed to discredit and bring down your government but they will not succeed. We will continue to pray for you and therefore urge Nigerians to join us in praying’’
